COSMETIC CONTACT LENS BRIEFING BUILDS
SUPPORT FOR LEGISLATION

On October 8th, 2005, Prevent Blindness America, in partnership with the American Academy of Ophthalmology and the American Optometric Association, organized a Congressional Staff Briefing on cosmetic contact lens safety. More than 50 congressional staff were in attendance to hear about the risks associated with these devices, and to learn about HR 371, legislation which would require better regulation for cosmetic lenses.

Cosmetic contact lenses are non-corrective, decorative lenses that change the color and look of the eye. These devices are increasingly popular with teens and young people, especially around Halloween. Although these devices should be fitted by an eye health professional, and patients should be educated about proper use and care, the FDA currently classifies these devices as cosmetics, allowing them to be sold without a prescription. Teens are buying cosmetic lenses at gas stations, beauty salons, surf shops, and other retail outlets, and are showing up in the emergency room with corneal abbrasions, infections, and other eye problems. Speakers at the briefing included ophthalmologist Dr. Tim Steineman, Dr. Arthur B. Epstein, a founding partner of North Shore Contact Lens & Vision Consultants, and Congressman John Boozman (R-AR).

This event helped build support for HR 371, and its Senate companion bill, S. 172, two bills which would ensure that all contact lenses be regulated as medical devices, and are prescribed by an eye health professional. Thanks to the strong support of PBA and others in the vision community, this legislation was passed by the House of Representatives on October 26th, and is on its way to the President's desk for his signature.
